There are these things called "zip" files, what you need to do is double click on the file and look for the "extract all" option. Click that option and you will see a folder with yet another folder inside it for some reason. Click on the folders until you find "NeoSonicMania10.exe" (SPOOKY!!!) Double click on that and the game should start.
